«Методика лечения в диспансерах формирует новую наркозависимость» - ГУМВД

В настоящее время на территории Луганской области в 8 специальных лечебных учреждениях на 385 койка – мест полным ходом идет использование так называемой замещающей терапии - замещение одного наркотика на другой. К такому выводу пришел руководитель службы УБНОН ГУМВД в Луганской области полковник милиции Константин Константинов, который работает с наркоманами и приравненным к ним контингентом правонарушителей.
«Например, лет сто назад, - рассказал Ostrovok руководитель службы УБНОН ГУМВД в Луганской области полковник милиции Константин Константинов, - для лечения зависимости от морфия использовался кокаин. В наши дни это может лишь вызвать улыбку. А героин изначально использовался как средство, облегчающее страдания пациентов, страдавших онкологическими болезнями. Среди медиков даже бытовало мнение, что он в сравнении с морфием «безопасен» и может широко использоваться как обезболивающее средство, когда болит голова, зубы, живот и т.д. Однако со временем науке стало известно, что героин гораздо опаснее для здоровья, чем морфин, а силу зависимости от него можно сравнить с прочностью железобетона. В Европе в 40-е годы был открыт препарат метадон, который по всем признакам является наркотиком. И его стали широко использовать для лечения лиц, страдавших героиновой зависимостью. В итоге, ожидаемого эффекта достигнуто не было. Ведь последствия для человека, страдавшего метадоновой зависимостью, как и для наркомана, употреблявшего героин, были практически одинаковыми».
К сожалению, наше государство в поисках эффективных методов лечения «тяжелой» наркомании ничего лучшего не придумало, как наступить на те же «грабли», от которых пострадала Европа в 20 веке.
Напомним, в 2004 году отечественный законодатель дал медикам-наркологам «зеленый свет» лечить граждан, зависимых от «зелья», по методике замещающей терапии в рамках, так называемой, метадоновой программы.

За прошедшие девять лет медиками были обнаружены в этой программе серьезные проблемы. Так, переход с одного наркотика на другой не стал, к сожалению, причиной отказа от наркомании как образа жизни вообще. Также метадоновая зависимость разрушает личность и организм человека по тому же сценарию, что и от других тяжелых наркотиков. Синдром «ломки» после лечения метадоном проходит дольше и тяжелее, чем после отказа от героина. «Но самый главный недостаток метадоновой программы, - продолжает свой комментарий полковник Константинов, - в том, что она не исключает утечку этого препарата в сферу незаконного оборота наркотиков. И тот пример, о котором речь пойдет дальше, служит подтверждением моим словам. В городе Ровеньки проживал 35-летний гражданин, который страдал зависимостью от «зелья». Для приобретения очередной дозы ему нужны были денежные средства, которых он не имел, поэтому совершал кражи чужого имущества. Мать знала о том, что сын употребляет внутривенно «тяжелые» наркотики, на приобретение которых со временем стала уходить вся ее пенсия. По совету родительницы сын добровольно поехал в Луганск, где обратился в наркологический диспансер. С первых же дней ему была оказана как психологическая, так и медицинская помощь. После прохождения первого этапа лечения от наркомании наш «герой» однако не вернулся домой в Ровеньки, чтобы обрадовать мать и сообщить ей, что стал другим человеком.
Как рассказала пресс-служба УМВД в Луганской области, вместо этого, данный гражданин снял квартиру в областном центре и стал заниматься «бизнесом». А технология его коммерции была довольно простой. При прохождении второго этапа лечения по методике замещающей терапии он каждый раз лишь делал вид, что принимает метадон. А на самом деле он прятал в карманах дорогостоящие импортные таблетки, которые государство за валюту закупает за рубежом и бесплатно выдает их пациентам – наркоманам. В итоге, у него по месту жительства (в Ленинском районе) образовался приличный запас этих таблеток. А вскоре его осенила идея заняться бизнесом, сбывая это наркотическое средство таким же, как и сам любителям «кайфа». Однако продавать свой «товар» в виде таблеток новоиспеченный «коммерсант» не рискнул, опасаясь, что рано или поздно кому-то станет известно их происхождение со всеми вытекающими последствиями. Именно поэтому он решил делать из таблеток раствор и «заряжать» им шприцы для дальнейшего внутривенного употребления. Вскоре предприимчивый участник метадоновой программы обзавелся постоянной клиентурой из числа наркозависимых лиц, проживавших в Ленинском районе города Луганска. Им он и стал сбывать регулярно шприцы с вожделенной жидкостью.
О такой деловой активности новоиспеченного «наркобарона» стало известно оперативникам сектора БНОН Ленинского РОВД, которые задокументировали его преступную деятельность. Данный гражданин был задержан непосредственно в районе Луганского областного наркологического диспансера в момент сбыта 2 шприцов с раствором метадона.
По данному факту начато досудебное расследование по признакам преступления, предусмотренного статьей 307 УК Украины. А сам горе – участник метадоновой программы в настоящее время арестован.
Этот пример может служить иллюстрацией того, что любые попытки искоренить такую социальную болезнь, как наркомания, сугубо по методике замещающей терапии, малоэффективны. Как свидетельствует анализ наркопреступлений, граждане попадают в это «болото» после того, как потеряли работу, семью, свое место в обществе. Следовательно, и путь к исцелению от этого тяжкого недуга нужно искать в коллективах, где нужды и беды каждого, как на ладони. И изобретать велосипед в этих вопросах тоже не следует. Ведь только активная полезная производительная деятельность под контролем профессиональных психологов – один из путей возвращения наркозависимых к нормальной жизни.
