Центры субконтрактации. Чем больше, тем лучше
Перспективы развития субконтрактингових отношений в Украине обсудили участники круглого стола, который проводился в Луганской РТПП 29 ноября, сообщает Ostrovok.
Цель мероприятия - изучение опыта НП «Национальное партнерство развития субконтрактации», распространение его в регионах Украины.
По словам руководителя Ярославского Центра субконтрактации Владимира Лаврова, если в Украине будет создана такая же система субконтрактации, как создана в России, то это позволит и российским предприятиям получить доступ к украинским заказам, и украинским предприятиям получать заказы в России.
«Если эта работа будет вестись по Украине системно, то это позволит значительно расширить базу как по предприятиям, которые размещают заказы, так и по тем предприятиям, которые готовы их выполнять. То есть, это будет выгодно как на местном, так и на межгосударственном уровнях. Сегодня в Луганске существует центр субконтрактации, и уже он сам будет выявлять те предприятия, которые могут отдать часть своих заказов сторонним организациям. Перспективы тут очень хорошие. Когда мы начинали, то у нас было всего одно-два предприятия, которые с некоторыми условиями соглашались разместить заказы. Сейчас они к нам сами обращаются с просьбой найти им исполнителей на поставку тех или иных комплектующих. Сегодня в России порядка 15 тысяч предприятий, зарегистрированных в системе субконтрактации. С учетом того, что предприятия могут сами регистрироваться и выходить из системы, тех, кто реально пользуется базой – около восьми тысяч. Из них около полутора тысяч – заказчики, остальные – исполнители», - отметил Владимир Лавров.
«В целом в Украине на сегодня нет портала, источника информации, который способствовал бы развитию кооперации», - заявил на заседании круглого стола президент Луганской торгово-промышленной палаты Сергей Кириченко.
«Мы проанализировали существующие международные ресурсы и определили, что самым понятным и доступным может быть российский портал Субконтракт.ру. Мы с ним установили партнерские отношения, подписали все необходимые документы. На сегодняшний день мы привлекли около 50 предприятий Луганской области. В целом по Украине работает всего лишь около 500 предприятий», - отметил президент Луганской РТПП. По его словам, этот источник информации для предприятий крайне необходим – для того, чтобы не осуществлять работы, которые можно сделать в соседнем городе, где-нибудь в Словакии или вообще в США.
Этим должны заниматься торгово-промышленные палаты, общественные организации. Власть – должна выступить помощником, но, дескать, не может взять всю эту работу на себя. «Поэтому мы и позвали сегодня всех, кому это интересно», - подчеркнул Сергей Кириченко.
Развивая субконтрактационные отношения.мы развиваем промышленность всей Украины - в этом уверен начальник управления промышленности Главного управления промышленности и развития инфраструктуры Луганской ОГА Александр Исаченко. По его словам, сегодня в Луганской области уже достигнуты неплохие результаты работы в развитии промышленной кооперации. "Система субконтрактации - прекрасная возможность предприятиям получать новые заказы, загружать свои мощности, тем самым не только сохраняются рабочие места, но и открываются новые", - отметил Александр Исаченко.
Подобную мысль высказал и замначальника управления экономики Одесского горсовета Анатолий Щербак: "Такие центры необходимо создавать по всей Украине. Ведь если предприятия будут загружены, увеличится объем оборотных средств, вырастут доходы, и, в свою очередь, увеличатся объемы отчислений в бюджеты всех уровней".
В мероприятии приняли участие представители региональных торгово-промышленных палат Украины, Луганской областной государственной администрации, НП «Национальное партнерство развития субконтрактации» (Российская Федерация), региональных центров субконтрактации Луганской, Донецкой областей Украины, Ярославской и Ростовской областей Российской Федерации.
Участники круглого стола приняли также резолюцию, в которой предлагают:
внести в План работы ТПП Украины на 2013 год вопрос о проведении всеукраинского семинара «Субконтрактинг – реальная форма оптимизации производственных процессов» с участием представителей предпринимательских структур;
установить партнерские связи с НП «Национальное партнерство развития субконтрактации» (Российская Федерация);
региональным торгово-промышленным палатам - провести работу по созданию региональных центров субконтрактации.
